Bill's experience includes refining business planning and strategic analysis,
conceptual and detailed engineering design of new facilities, plant revamp, and startup and operations
troubleshooting. He has carried out many US and Canadian assignments acting as the lead engineer,
directed licensor and/or contractor process engineering efforts, working full time in contractor offices
and at clients’ sites. He has interfaced with most of the contract engineering companies servicing

detailed FCC technology evaluation and selection, and oversight during licensor package development.
Expert on issues with processing tar sands source gas oils in FCC units.
Detailed process design of several main fractionators for Exxon FCC licensed
packages for construction overseas and in the USA.
Process design for downstream revisions for crude unit integration, and for light
ends and sulfur recovery.

Hydrocracker Complex Responsible for process evaluation
and selection; managed process design of a 20,000 BPSD hydrocracker complex including hydrocracker,
hydrogen plant, vacuum unit, and sulfur recovery. Located in contractor’s office in Montreal for
duration of detailed design effort. Assisted in guarantee negotiations, startup, and provided
ongoing operations advice.

Clean Fuels |
|
|
30 ppm S Gasoline. Evaluated current licensable gasoline
desulphurization technologies, including CDTech, Exxon Scanfining, IFP Prime-G, Mobil Octgain,
UOP Isal, Phillips Z-Sorb. Participated in client's final comparison and selection. Advised client
on suitability of selected technology for future refinery reconfiguration and possible future choices.
15 ppm S Diesel. Provided design basis for Distillate Hydrotreater,
including blending options for existing low sulphur distillate components. Prepared hydrogen balances and
developed order of magnitude capital for hydrotreater, support units (hydrogen and SRU) and
offsites.

Mr. Smuck is a graduate BS Chemical Engineer from the University of Toronto.
He is registered as a professional engineer (by exam) in the Commonwealth of Pennsylvania. |
