THOMAS T. ZALE

Thomas T. Zale has experience in process engineering, with specific emphasis on environmental engineering and the risk management aspects of environmental compliance.

 

  • Wastewater Collection and Treatment; Spill Response   Managed the design of major wastewater collection and treatment facilities. Carried out field measurements of water consumption and wastewater production, and bench scale and pilot plant testing of sedimentation, air flotation, and high rate mixed media filtration to develop necessary design information.

    Managed three major gasoline spill cleanup programs.

  • Environmental Compliance   Conducted audits to verify the status of compliance practices and completion of projects aimed at assuring environmental compliance.

    Prepared monthly and quarterly reports for Corporate Risk Management Committee. Reviewed compliance data from all business units of a major corporation, including refining, marketing, logistics, coal, and international production operations, to assure accuracy, completeness, and compliance with applicable regulations.

    Developed and maintained a computerized compliance reporting system. Trained new users in the preparation and evaluation of environmental compliance reports, using the system.

  • Laws and Regulations; Permitting   Maintained current knowledge and understanding of all Federal, State, and Local laws and regulations as these apply to the environmental aspects of the corporation's ongoing businesses. Interpreted laws and regulations for line managers.

    Provided technical consultation to legal department on issues involving NPDES Permit appeals and consent decree settlements. Reviewed and interpreted pending legislation and regulations. Prepared comments for various enforcement agencies, to influence formulation of regulations and laws.

 

Tom has a bachelors degree in Civil Engineering from Manhattan College, and a Masters, also from Manhattan, in Sanitary Engineering. He is or has been a member of the American Petroleum Institute committees on Refinery Environmental Control, and on the Oil Spills Task Force. As a member of the Task Force, Tom contributed to the interpretation of OPA 90 regulations for transportation and non-transportation facilities and evaluated oil spill prevention and response plans prepared for refineries, marketing terminals, and pipeline facilities.
