| LEON J. KAZMIERCZAK |
Leon J. Kazmierczak has broad petroleum refining experience
including R&D, operations, process design, energy conservation, and most recently, environmental management,
training, and planning. His current specialty is in oil spills management training and response. He has
been involved in oil spill response training for three major oil companies. He is currently directly
involved in National Response Planning for Indonesia.
Active in industry affairs, Leon was a member of the founding committees of the Spills School located
at Texas A&M University, the Delaware Bay and River Cooperative, and the Clean Caribbean Cooperative.
He was an active participant in the formation or the New York - New Jersey Cooperative for Clean Harbors.
Major projects include:

Oil Spill Response Training. Principal author of in-house
spill management training courses for two major petroleum companies. Conducted training courses.
Designed and conducted environmental response drills.
Oil Spill Response Plan. Principal author of oil spill
response plan for six major petroleum facilities.
Environmental Audit. Full scale environmental audits,
including air, water, solid waste, and oil spills for five refineries. Acquired environmental
permits necessary for startup and operation of a major new refinery.
Energy Conservation. As Corporate Coordinator for
Energy Conservation, Coordinated the conservation for a major integrated petroleum company.
Operating Integrity Audit. Team leader for audits of
operating integrity at six major petroleum facilities.
Secondary Wastewater Treatment. Design facilities for
treatment of secondary wastewater.
Catalytic Reformer. Designed 15,000 B/D catalytic reformer
to produce 100 octane reformate.
Lube Oil Hydrotreater. Designed 12,000 lube oil hydrotreater.

Leon holds a Bachelor of Chemical Engineering from Villanova University and an M.S. in Environmental
Engineering from Drexel University. He is a member of the American Institute of Chemical Engineers and
served as chairman of the Oil Spills Committee of the American Petroleum Institute, and the F-20 (Spills)
committee of the American Society for Testing Materials. He has served as a technical advisor to Rutgers
University, the University of Delaware, the Philadelphia Academy of Natural Sciences, and Woods Hole
Oceanographic Institution.
