JOSÉ CAPELES, PE


José (Pepe) Capeles has broad experience in the chemical, manufacturing, service and distribution businesses. He has directed petroleum refinery, terminal, and pipeline distribution operations with full P&L responsibility for business goal attainment, and is experienced in manufacturing, sales and marketing, training and development of field and professional personnel, and strategic planning. Pepe has proven administrative, analytical, planning, negotiation, operations, communication and leadership abilities.

Refinery Operations   Responsible for the overall operation, safety, environmental, reliability and efficient performance of an 85,000 barrels per day crude capacity complex with Lube Hydrocracking Technology. Managed a staff of professionals and line supervisors overseeing 120 represented operators, and coordinated all related manufacturing activities, including maintenance and capital projects, to meet oil flow plans and corporate financial goals.

  • Production records, personnel safety, plant /human reliability and efficiency were improved by the implementation of effective operator training and requalification, and equipment proactive maintenance and testing.
  • Successfully completed a fast track installation and start up of a gasoline reformer.

Directed and supervised the activities of several refinery units. Maintained effective working teams managing working relationships with interfacing departments and providing leadership in utilization of personnel, equipment and raw materials.

  • Coordinated refinery projects and major turnarounds

LPG Distribution Facilities   Directed LPG storage and distribution assets' local organizations, which include an import/export terminal, tank truck, cylinder distribution business and a pipeline distribution company, 150 employees total. Responsible for the development and implementation of short and long-range objectives, policies, budgets and operating plans; establish performance criteria and status reporting means.

  • Completed and commissioned a $15MM pipeline distribution network and reengineering of its organization
  • Overviewed Internal Risk Assessment and EHS and Standard Operating Practices audits
  • Completed expansion of LPG Terminal and its pipeline to supply fuel to the first large private power plant in the country

Pepe holds a B. S., Chemical Engineering (Magna Cum Laude), from the University of Puerto Rico, Mayaguez. He is a graduate of the Executive Business Program of Dartmouth College, and has attended numerous continuing education seminars. Pepe is a registered professional engineer in the Commonwealth of Puerto Rico.
