Harvey J. Welker has extensive project experience with owner operators, engineering design contractors and field constructors, with supervisory and hands on experience in all aspects of Project Management. He has performed all types of cost estimating from conceptual through definitive, on chemical and refinery projects; process and administrative buildings; and mining operations throughout the world. Harvey is proficient in the use of computerized estimating and Project Management systems; ICARUS 2000, Excel, Questimate, FastTrack, R.E.P. Contingency Analysis, Microsoft Word.

- Established Project Control team to manage 60,000 BBPD Delayed Coking Unit, Venezuelan Expansion Project. Managed cost and schedule control program by trending; projected cash flow and commitment demands; maintained schedule using Primavera.
- Prepared insurance claim estimate for $35MM lithium plant in North Carolina

Mr. Welker holds a BS from Dartmouth College and a Masters in Engineering from Thayer School at Dartmouth.
Harvey is a member of the American Association of Cost Engineers, past president of the local Business Roundtable
Users Group and president of the ICARUS User's Group. He is also a certified ICARUS trainer.
