HENRY B. HUNGERFORD Henry (Barney) Hungerford has wide experience in project management, planning, and control, cost estimating, field engineering, and analysis of delay and disruption claims. Barney has developed his expertise working on a variety of projects including refinery turnarounds, grassroots construction, fire damage repair, and revamps. As chief estimator for Sunoco, Inc., Barney managed and prepared cost estimates, bid analyses, planning with cost by activity loadings for a least cost-least time project management control system, with ongoing productivity and cost analysis projections. His expertise has effectively controlled engineering, materials expediting, and field construction activities for projects of $5000 to $150MM in size. In addition to petroleum industry expertise, Barney's background includes coal handling facilities, pilot plant estimating, engineering controls, "large ticket" leasing (off balance sheet financing) multi-structure and paving projects, offsites, and preparing delay and disruption claims analyses including asbestos removal. As the Base Civil Engineering Officer for the New Jersey Air National Guard unit at McGuire Air Force Base until 1988, he developed an in-depth background in Government specifications and reporting procedures and presentations. Barney is an All American Masters Swimmer and has won the one-mile and two-mile open water masters national championship for his age group. He is also on the National Long Distance Swimming Committee and organizes and announces meets in the Middle Atlantic Region, in addition to Masters Coaching.
