Base Oil Production Troubleshooting - Mexico Investigated,
on site, causes of hydraulic fluid base oil quality and blending problems at a Mexican supplier for a
large USA company. The investigation included working closely with plant personnel. “Best practices”
were developed and followed that have resolved the problems.
Process Superintendent - Sunoco Yabucoa, PR
Superintendent of modern lube production facility, which includes high pressure
lube hydrotreater, extraction and dewaxing plants and vacuum distillation of lube oils.
Also worked as technical services engineer in this same facility for 3 years.
Startup Training - Canada, USA, Russia Operator
training and startup supervision on a new vacuum tower system at a tar sands facility in
Alberta, Canada. Startup Superintendent for $30MM Crude/Vacuum Units revamp. Commissioned
and started up a new Alkylation Plant and Sulfur Recovery unit. Planned and executed
many refinery unit turnarounds. Reviewed and revised written operating procedures
and conducted operator training at the plant site in Russia.
General Manager of Operations - Coastal Aruba Refinery
Responsible for the operations and technical departments. The physical condition of the
refinery, which was until its startup, mothballed, combined with the multi cultural workforce
required a high level of creativity and innovation. Within one year, the refinery capacity
was increased over 20 MB/D and on-stream factors of all units were improved.
FCC Technology Instructor
Provided FCC operational instruction to a major corporation entering the FCC flue gas
scrubbing process market. Advised engineering design and project staff of how FCC units
operate normally and under upset, startup and shutdown conditions in preparation for
commercial scrubber unit startup.
Project Manager - Puerto Rico Water and Sewer Authority
Monitored contractor during construction, startup and approved performance tests on a large waste
water treatment system handling all residential, commercial and industrial waste from the West
coast of PR. Also provided owner oversight during construction of 3 new potable water treatment
plants. Issued progress reports, confirmed schedule and costs and that design would meet
performance specifications.
As Chief Engineer - Discovery & Search, Inc, Puerto Rico
Provided engineering oversight during design and construction of 2 potable water
treatment plants and 45 Kilometers of large diameter distribution piping. Responsible
for quality control, progress reports, follow-up on items needing action to achieve
design performance.

He is a member of Tau Beta Pi, and is a licensed Professional Engineer in Puerto Rico.
Youngest son of a large family, he was raised in Puerto Rico. He is fully bilingual in
English and Spanish. He is a U. S. citizen.
