Casimir A. DeCwikiel is experienced in engineering and project management, with particular emphasis on cost engineering. Cas has developed, managed, and carried out the full gamut of cost engineering functions, with United Engineers and Constructors, E.I. Capital Cost Estimates. Prepared cost estimating procedures. Prepared capital cost estimates for all phases of project development for refineries, process plants, chemical plants, bulk terminals, buildings, for new, expansion, and revamp facilities. Typical projects include Hydrotreaters, Olefins Complex, Paraxylene Plant, Wastewater Treatment Facilities, Gas Plants, Steam Systems, Aromatics Plants, Sulfur Recovery Plants, Electrostatic Precipitator, and Laboratory Buildings.
Engineering and Construction Bids. Reviewed and advised in the preparation of engineering and construction bid invitations. Analyzed contractor bids to recommend selections among competitive bidders. Evaluated and negotiated change orders and vendors' extra charges.
Project Scheduling. Prepared and monitored project schedules utilizing CPM, PERT, and Gantt Chart techniques.
Progress Monitoring. Reviewed and analyzed contractors' cost and progress reporting systems. Monitored construction , consultant, and vendor costs. Established detailed codes of cost accounts for tax and depreciation accounting purposes. Prepared cost reports, cost trends, and forecasts of final project costs.

Cas is an active participant in professional societies, at the national and local levels, as well as recipient of numerous awards. He is a past Director, Vice President of Regions, and President of the American Association of Cost Engineers (AACE). Within AACE, he has chaired and contributed to the activities of many committees including Bibliography, Coordination, New Sections, Awards & Nominations, Annual Technical Meeting, Long-Range Planning, Admissions, and Certification. He has been a Director, Vice President, and President of the Delaware Valley Section. Cas has received AACE's O. T. Zimmerman Founder's Award, and has been named an AACE Fellow and Honorary Life Member.
Cas is a graduate of Drexel University, with a Diploma in Civil Engineering, and a BS in Structural Engineering. He has completed Business Administration courses at Temple University. He is a Registered Engineer in Pennsylvania, and is a Certified Cost Engineer. |
