DAVID J. BLUE, PE


David James Blue has 30 years experience in engineering, most of them as a Senior Project Manager, in the chemicals and petroleum industries. He has expertise in Project Management, Engineering, and Design of: Chemical and Hydrocarbon process control systems (DCS & PLC); process units including reaction, distillation, gas, liquid and solids processing and handling; utility and off-site systems; construction; and HAZOP, PSM, fault tree, and consequence safety analysis. Selected positions and accomplishments:

Project Manager,    McKeon-Grano Assoc, Inc., Elmwood Park, NJ. Mr. Blue supervised a team from the operating company and an EPCM performing basic and detailed engineering, procurement, and construction of an $11MM gas plant relocation project.

Senior Engineering Advisor,    Becht Engineering

  • Managed the development of a major waste water treatment expansion.
  • Managed a Diesel Desulfurizer conversion to Ultra-Low Sulfur Diesel. Coordinated the technical evaluation for the Engineering / Procurement contract, Conducted P&ID reviews, PSM including HAZOP, MOC, and SIL, and owner’s review of the engineering procurement activities.
  • Prepared a study of industry’s practices for burner management and fired heater safety.
  • Developed a critical path schedule for a major plant retrofit of four 75,000 hp motor driven compressors.

Project Manager and Safety Engineer,    Air Products and Chemicals

  • Saved $2 million and insured a safe design by convincing the team to use a properly designed refractory lined reactor.
  • Saved significant re-engineering cost by completing preliminary evaluations of all safety issues prior to the completion of detailed design for a $90+ Million syngas purification plant in Louisiana. Coordinated all safety activities including HAZOPs, fault trees, consequence analysis, QRA, PSM and RMP preparation, P&IDs, system and design reviews. Completed all required government documentation prior to startup.
  • Achieved early completion and resolution of design safety issues, resulting in no construction change orders for Safety Engineering of two SMR plant expansions (HAZOP, P&IDs, and consequence analysis).
  • Managed the EPCM for an 80 MSCFH H2/CO plant with cogeneration which in addition to hydrogen, provided steam and deionized water to the refinery.
  • Specialized in solids handling, electrostatic precipitators and solid liquid separation for Flue Gas Desulfurization. Supported the preparation of 3 proposals, one of which was built; included coordination of process design, flowsheets, preliminary hazards analysis, and project management.


Mr. Blue holds a B.S. in Chemical Engineering from Drexel University. He is a Registered Professional Engineer in the Commonwealth of Pennsylvania. He is a member of the American Institute of Chemical Engineers.
