ARVE B. HOLT, PE


Arve B. Holt is a senior advisor with an extensive background in refinery/petrochemical operations, process safety management, energy conservation, and process instrumentation and control systems. A long-term Sunoco employee,he also managed his own consulting business and has been a HEA/Becht advisor for more than 10 years.

Process Safety Management   Coordinated and implemented OSHA 1910.119 PSM regulations for all Sunoco, Inc. refineries, bringing all processing units into OSHA mandated compliance on schedule. Introduced Computer Based Training and coordinated individual refinery implementation efforts, especially with regard to PSM. Created and implemented Process Safety Training Program for the personnel of a major engineering contractor. Provided field support and supervised the revisions to all P&IDs and written operating procedure for a heavy oil-processing complex. Also provided senior engineering input during a full HAZOP as part of the same client’s overall Process Safety Management program.

Refinery Operations Management  Responsible for daily operations of a lube oil and fuels Midwestern USA refinery for five years. Facilities involved included FCCU, C4 Isomerization unit, Catalytic Reformers, HF Alkylation, Delayed Coking, Saturate and Unsaturate Gas recovery, Lube Oil Dewaxing, and Transfer and Shipping. Planed for and oversaw decommissioning of all fuels production units with particular attention given to capture of and proper disposal of HF acid, benzene and light hydrocarbons.

Instrument Engineer  Design, procurement, and commissioning of Honeywell TDC-3000 Digital Control systems for a variety of refinery process units. Familiar with Honeywell HPM. Expert third party inspection and certification of various refinery instrumentation and operations as mandated by state and federal agencies. Design of instrumentation used in very sour and highly toxic heavy oil service. Supervised the instrumentation group at Sunoco.

Process Engineering Management  Provided long term senior level oversight and direction to a team of process engineers supporting daily operation and the process design of refinery unit improvements for a very large Caribbean refinery.

Steam Cracking Experience  Process and instrument design and plant startup of units, on feedstocks ranging from ethane to naphtha, located in Holland (Terneurzen) and Canada (Red Deer) while employed by Dow Chemical.

Recent Project Examples  Evaluation of ship terminal crude oil unloading piping and related facilities and design of improvements resulting in reduced demurrage fees. Design, installation and performance oversight for IR level control instrumentation in an extremely challenging service environment.


Mr. Holt holds a BS in Chemical Engineering from Lehigh University and an MS in Chemical Engineering from Case Western Reserve University. He has completed courses in linear programming, statistics, communications, management/supervision, quality systems and process safety management. He is a registered professional engineer in Pennsylvania and California.
